As autumn starts to bite, the July Budget announcement seems like a distant memory of summer days that have drifted away.

There is one announcement, however, that appears to have given many district councils and housing association leaders sleepless nights ever since chancellor George Osborne's speech; that of a 1% reduction in rents for social housing in England in each of the next four years.
