A ‘whole system’ reform of local government is needed for a ‘devolution revolution’, according to think-tank Reform.

A ‘whole system' reform of local government is needed for a ‘devolution revolution', according to think-tank Reform.  

Reform's director of policy, Simon Kaye, told The MJ there was an ‘appetite for structural reform of the whole system' and a need to think radically about the structure of the whole of local government in England.
