The chief executive of a local authority that will help run the first-ever council tax referendum is fearful of having to rebill residents.

Bedford BC is expected to issue the highest number of ballots in the country at the elections, with residents being issued with up to five papers, including those for the UK Parliament, directly-elected mayor, parish councils and borough council itself.
