A year-long review of business rates in Scotland has made 30 recommendations for reform but argued in favour of keeping the tax.

The Barclay Review, which Scottish ministers promised to respond to ‘swiftly,' rejected more radical options such as switching from the current property-based tax to a local tax based on land value, local turnover or sales.
