An independent review of adult care services in Scotland has called for urgent improvements in workforce planning, pay and conditions, and a rethink on charging policies.

It makes the case for a National Care Service to drive ‘consistent, high quality social care support' and a ‘new narrative' to replace crisis with ‘prevention and wellbeing'.
