Local government will need to be at the centre of fixing the biggest challenges facing the incoming Government, the new second permanent secretary at the Department of Health and Social Care has said. 

Former Leeds City Council chief executive Tom Riordan, who took up his Whitehall post this week, said: ‘If you look at their big challenges around growth, around health and care, around public services more generally, you've got to have local government as part of that.
