Rising from the ruins

Cheshire West & Chester Council was instrumental in helping to create a vibrant new hub for one of the UK’s most deprived areas. Its work won the accolade of Community Investor at this year’s MJ Awards

The city of Chester has been an imposing and vital settlement since Roman times. But, two miles beyond the medieval walls and renowned historic shopping area of the Rows, lies the large satellite housing estate of Blacon.

Built on farmland on Chester's outskirts to address a shortage of affordable housing in the 1950s and early 1960s, the suburb of Blacon was home at one time to one of the largest council housing estates in Europe.
