The Government has take delivery of a report which – if its contents are implemented – could bring radical change to England's local authorities. Graham Allen explains.

Earlier this week, local government minister, Brandon Lewis, stood in for communities secretary Eric Pickles at the House of Commons, and took official delivery of one of the most radical reports ever written on the future of local government.
