I was brought up in a house where both my parents worked delivering local services. For me, local government is not simply about structures and lines on maps. The whole debate is about people. And it is personal.

Earlier this year I started a new conversation about how we can strengthen local government to better support and care for our people. But my starting point is not simply about a sterile debate over structural reform. It is about empowerment.
