The Royal Society for the Arts (RSA) has pitched into the intensifying debate over social care funding, and warned that demand for council services will outstrip available finance by 2015.

In a report published on 2 November, the RSA claims local authorities will soon face a £634m funding shortfall, and calls on ministers to take urgent action to reform the system.
