The Rural Services Network's chair has warned Britain will end up with a ‘two-tier society' unless the next government changes funding formulas for councils.

Speaking to The MJ, Cllr Cecilia Motley said the current formula was a ‘complete mess' and there was ‘no logic to how it works out'.
