Scottish councils are facing ‘tough choices' in settling their budgets this year, the Convention of Scottish Local Authorities (COSLA) has claimed.

The call came last week after deputy first minister John Swinney caused consternation among some of Scotland's 32 councils by linking receipt of full funding to an agreement to protect teachers' numbers.
