Scottish councils have been forced to raid their reserves to reduce funding gaps, a report published today by the Accounts Commission has found.

Local authorities have balanced budgets mainly by reducing staff numbers but commission chair Douglas Sinclair warned that this alone was ‘not sustainable in the longer term'.
