Time for Scottish councils to shape up, says report

It's crunch time for Scottish councils, which must do better, according to a new report from the Accounts Commission.

The commission said in its local authority overview for 2005 that councils were facing major callenges and needed to keep up with improvements to service. The report notes that councils were working hard to lead on issues such as community planning, but also faced financial pressures because of equal-pay claims and soaring pension contributions.
