The Scottish Secretary has called for an ‘urgent’ national debate on the devolution of power from Holyrood to local government.

Giving a speech in Glasgow, David Mundell warned that Scotland's cities, towns and villages risked being left behind other parts of the UK if the Scottish Parliament did not ‘step up and send real powers to the people'.
