Town hall bosses have warned that government bureaucracy is still getting in the way of the adoption process.

The Local Government Association (LGA) is working with the Society of Local Authority Chief Executives (SOLACE) and the Association of Directors of Children's Services (ADCS) to introduce a series of reforms to change the way councils work together on the issue and encourage more adoptive parents to come forward.
