Council tax reforms could help authorities reduce yearly levies by up to £20 for average Band D properties, ministers have announced.

Under proposed amendments issued 28 May, town halls would be granted greater flexibility to waive special tax relief on second homes and empty properties. While councils will not be required to adopt the changes, the Government expect that this amendment will allow authorities to pass savings on to local residents.
