Charity and local authority leaders remain divided over communities secretary Eric Pickles' plans to stop councils cutting their funding for the third sector.

Mr Pickles announced last week a new deal to avoid ‘disproportionate' spending reductions, which includes making councils give at least three months' notice if they plan to cut or end any funding.
