In the aftermath of the Spending Review, there has been lots of talk about what the chancellor's announcement contained – but less about what was missing.

While Mr Osborne continued to lay out spending plans which protect health and education, but not local government, it is clear where his public sector priorities lie – roughly in line with the voting public.
