Has the sector turned its back on the race to the bottom mentality?

We need to be honest in local government about the value of attracting high calibre people, according to Claire Kober.

It's been six months since we learned that austerity has ended. But, like much political rhetoric, the impact is yet to be felt on the frontline as councils continue to face rising demand and invidious decisions.

It's often said that what doesn't kill you makes you stronger; one upside of approaching a decade of budget cuts is the positive learning the sector has taken from the experience.
