Local government is not known for its rebellious tendencies, but sometimes –when pushed far enough – it will come out fighting.

The Government's proposals to relax planning rules have prompted a backlash and put local government on a collision course with communities secretary Eric Pickles – only, this time, with no Bob Neill to smooth ruffled feathers in the background.
