SEND policy is a major failure

The present SEND system is unsustainable across the country and immediate and comprehensive reform is needed, says Cllr Kate Gregory.

The approach to children and young people with special educational needs and disabilities (SEND) in England has been one of the policy failures of the decade.

The failure at a national level has been made worse by the refusal of central government to uprate the basic formula of £10,000 per child paid to special schools since 2014.
