SEND school transport's impossible situation

Suzanne Smith and Ann Carruthers set out recommendations to government from a report highlighting the unsustainable pressures councils face from the cost of providing SEND school transport.

Among the many pressures local authorities face, school transport for children with special educational needs and disabilities (SEND) is one of the most challenging.

Local authorities have a statutory responsibility to provide this service, as outlined in the Education Act of 1944. However, the needs of children with SEND and the demand for school transport have changed dramatically since that time – and yet the legislation has stood still.
