SEND's overriding problem

A new report from the Chartered Institute of Public Finance and Accountancy sets out a plan to transform the crisis-hit SEND system. Ann McGauran reports

The special educational needs and disabilities (SEND) emergency is one that ‘has been allowed to run and run'.

That was chair of the Public Accounts Committee (PAC) Sir Geoffrey Clifton-Brown's stark conclusion last month.
