Senior officers are less empowered to speak out when they need to because they feel less secure, the leader of a review of local government ethical standards has said.

In a speech, Jane Martin, a member of the Committee on Standards in Public Life, said her review would look at how monitoring officers can be protected from undue pressure, as well as the ‘broader role of senior officers in maintaining the integrity of the standards system'.
