As the now-ubiquitous 'graph of doom' demonstrates, the public sector – and local government, in particular – is justifiably worried about the expected impact of welfare and fiscal reforms on demand-led services.

The mood music remains grim, and with the latest GDP figures the worst since the mid-1950s, who could blame local authorities for battening down the hatches?
