Shadow health minister, Liz Kendall, has called for a major shift in care services, with more emphasis on prevention and early intervention.

Speaking at the Institute for Public Policy Research last week, Ms Kendall said the current system was at ‘breaking point', with eight out of 10 councils now providing care just for those with substantial or critical needs.
