The problems with shared services

By stipulating, 'I want it that way',in exacting detail on many systems of shared services, constrains efficiency says Jonathan Werran.

To seasoned Whitehall watchers, it's always the nature and never the scale of corporate institutional failure that hits home.

Like a stale-smelling winter coat taken out for airing at the onset of October – its pockets filled with last season's ticket stubs, tissues and assorted linty detritus – Sir Peter Gershon's 2004 efficiency programme has been let out of the cupboard once more.
