The shelf life of the Open Pubic Services agenda

Does the Open Pubic Services agenda have a shelf-life longer than a petrol-forecourt Ginsters, asks Jonathan Werran.

Both the launch and the recent re-launch of the Government's overarching programme for public service reform have been victims of timing so bad it would, in boxing legend Muhammad Ali's terms, make medicine ill.

Last July, David Cameron's attempt to share a vision of ‘open public services' was swept away and lost in the media maelstrom that was ‘hackgate'.
