SIGOMA: Detach business rates from council finance system

Chair of the Special Interest Group of Municipal Authorities, Sir Stephen Houghton, said the move would allow central government to make changes to the system without worrying about the consequences for the sector.

Sir Stephen, who has argued business rates are an ‘unsustainable way to fund local government partly because localised economic downturns could risk vital local services'said the sector should instead be funded by general grant funding and council tax.
