Local party activists don't want elected mayors or PCCs, but powers handed to the electors, says Professor Michael Thrasher.

Elected mayors and police and crime commissioners might be favoured by those in Westminster and Whitehall, but investing power in single individuals is disliked by local party activists.

Evidence compiled from this year's Plymouth University-based Local candidates survey demonstrates instead support for strengthening people power, whether through local referendums, public petitions or recall elections.
