Charities have called for an overhaul of public sector commissioning to create a level playing field for smaller voluntary organisations.

Responding to the publication of last week's Open Public Services white paper, the chief executive of the National Council for Voluntary Organisations (NCVO), Sir Stuart Etherington, said third sector groups want a ‘smart, effective and innovative commissioning system'.
