It may be up to the House of Lords to reverse the number of new powers that the Localism Bill will give to the Secretary of State and give more say back to communities, suggests Lord Best.

The Government's expansive, controversial Localism Bill has now finished its scrutiny in the House of Commons, and was debated in the House of Lords for the first time on Tuesday (June7).
