Councils were this week placed centre-stage in the coalition's drive to tackle dysfunctional families following the summer riots through a programme that breathes new life into the ‘Total Place' regime.

Communities secretary Eric Pickles issued a challenge to councils to breakdown public-sector silos currently intervening in an uncoordinated way with the nation's 120,000 ‘problem families' – who are estimated to cost taxpayers £8bn a year.
