Smith commission lays out plans for 'devo-max'

Scotland should have full control over income tax rates and bands, the commission set up to hammer out the details of ‘devo-max’ has recommended.

Scotland should have full control over income tax rates and bands, the commission set up to hammer out the details of ‘devo-max' has recommended. 

Under the proposals out forward by Lord Smith of Kelvin, the Scottish Parliament will be given the power to set income tax rates and bands, and will retain all income tax raised in Scotland.
