Everyone's talking about them. I've been sent four learned volumes about them in the last three weeks, alone. I contributed to another. And I will shortly be attending a CBI conference about them.

So, neighbourhoods are clearly the object of fascination for the ‘chatterati'. But what, I ask myself, are the ‘doerati' actually doing about them.
