As part of the 2004/2007 pay round, employers agreed that by March 2007, they would have agreed and put in place a single-status agreement with their employees.

It now appears that by March next year, only 50% of councils will have done so, or will almost have done so. Of the remaining 50%, about one-quarter have not started, or have only just begun the process.
