The annual recurring cost of splitting up and duplicating county council social care services into multiple new authorities could reach more than £500m, the County Councils' Network (CCN) has claimed.

CCN said its analysis showed that splitting two-tier areas into 58 unitary authorities based on a minimum population of 300,000 would cost £845m over five years and deliver no long-term efficiency savings.
