Experts have warned social care services face ‘fresh risks' under council funding reforms, as the Government is urged to ditch its ‘insane' approach to health.

Deputy chief executive of the Local Government Association, Sarah Pickup, warned the Government would need to be ‘really careful' about expecting council tax or business rates income to match rising demand for adult social care with redistribution being the ‘only way' to correct for local need from 2020.
