Calls have been made for Smith Square to expel councils that refuse to engage with sector-led improvement as chief executives move to toughen their own approach.

The Society of Local Authority Chief Executives (SOLACE) said it was ‘exploring what mechanisms might be required' to engrain its ethics code into membership of the organisation.
