Imagine 16 people from diverse backgrounds, experiences and viewpoints – a mix of citizens, politicians of every hue and experts, suitably balanced in terms of age, race, class and gender.
Imagine those 16 people coming at a wicked issue, not necessarily believing it to be such and certainly not convinced there was a clear answer.
