Abby Gilbert discusses the findings of new NLGN research into whether the ‘devolution revolution’ has had enough of an impact on the culture of council governance

Greg Clark was heard describing the current programme of devolution to England's City Regions as ‘radical' - even ‘revolutionary'. Indeed, this is the most control cities have had over their economic and social destiny since the 19th Century.

However, the findings of NLGN's latest report Devolution Revolution: The next steps to deliver outcomes suggest that while responsibilities have been relocated within the hierarchy of government, cultures of governance have not been equivalently transformed.
