Staff have influence on ratings

Councils have been rated for the first time according to the contribution of their staff.

Professional services firm, Valuentis, has created a new listing of councils ranked by a composite of their CPA, BVPI and contributions to the local economy, together with a new calculation of their ‘human capital' intensity – ie, the income staff generate divided by the percentage of total annual budget spent on them.
