Former local government minister Bob Neill this week reignited the debate over local government standards regimes, warning that heavy-handed councils were putting the reputation of local democracy at risk.

Speaking in a parliamentary debate, Mr Neill attacked a number of local authorities for interpreting standards controls in a manner which restricted councillors from performing their public duties.
