Prime Minister Keir Starmer is ‘acutely aware' that demand and market failure across special educational needs and disabilities (SEND) services are pushing councils towards the brink.

If no action is taken, the expiration of the statutory override for SEND deficits in March 2026 could leave 43% of councils at risk of issuing a section 114 notice.
