A decision to give just one seat to English councils on a steering group that will oversee a key environmental reform has been labelled ‘ridiculous'.

The Department for Environment, Food and Rural Affairs (DEFRA) last week closed applications to join the scheme administrator steering group for the UK extended producer responsibility (EPR) for packaging, which is due to launch in 2025.
