Stemming the tide of failed Whitehall policies

Why hasn't it been the norm for the Government to ascertain which initiatives actually work? Asks Jonathan Werran.

For many involved in delivering services at local level, the news this week that ministers have committed to a network of centres supporting evidence-based decision making might come as a great relief.

To others, Whitehall's avowed embrace of evidence-based policy making might seem surprising. Why isn't or hasn't it been the norm for the Government to ascertain which initiatives actually work? Perhaps it's lack of practice.
