‘Incompetent' councils are killing the high street, according to Tory peer and chief of retail store Next, Lord Wolfson.

Speaking as Next saw profits slide from last year in the first quarter of 2013, Lord Wolfson said it was only councils that allowed ‘dramatic improvement' to their high streets that would thrive – such as the new Trinity Leeds centre, which opened this week.
