Two in five disabled people do not have basic social care needs met, according to a report.

The study from disability charities claimed the annual under-spend was £1.2bn – and a third are getting into debt as a result of care costs. It claims NHS money should be spent on preventative care, leading to returns of 30% – or £1.30 for every £1.
