An independent report on devolution into non-metropolitan areas has not ruled out further local government reorganisation.

The report by the Independent Commission on Economic Growth and the Future of Public Services in Non-Metropolitan England warns against a ‘one size fits all' approach to future governance arrangements, but leaves the door open for future structural changes.
